Apparently in the middle of talking about Herman M. Holloway, Sr (Delaware’s first black American State Senator) Joe Biden starts discussing his “hairy legs” and kids (black kids) rubbing his legs down because his leg hair turns blond when exposed to the sun.
He mentions knowing about roaches (appears to be referring to black kids). Then goes on to say that he learned about kids jumping on his lap and that he loved kids jumping on his lap.
