I think if Donald Trump’s face was on that worksheet along with the monkeys, apes and lemurs (or primates) it would be considered funny and something to laugh at.
Myself I don’t find it to be hilarious but not because I think Obama’s face on the worksheet makes it racist.
A lot of political jokes, to me at least, are to some extent the type of funny you have to force a laugh at (because the jokes are often just not the funniest (a little bit funny maybe but usually not a literal LOL)).
I guess you could chuckle at the featured assignment the same way some people might chuckle at it if it had featured Trump’s face.
My observation is that it’s not racist. Furthermore, we should take into considering that Obama is a public figure so this type of thing is pretty normal.
