The move has \u201chistorians scratching their heads.\u201d<\/em><\/strong><\/p>\n<p><em>Fox News report:<\/em><\/p>\n<blockquote><p>The Obama Foundation is taking an unconventional approach to the presidential center and library being planned in Chicago.
