There are procedures and protocol that are to be followed when US citizens give birth to children outside of the United States of America.<\/span><\/p>\n

The forms, documentation and certifications which are, or were, filled out, recorded and issued have changed overtime. Some are no longer used\/issued, some have been redesigned, and others have been created that did not exist prior to.
\n<\/span><\/p>\n

Moreover, depending on location and relevance, documentation and methods of securing such documentation, may differ and exist contemporaneously.<\/span><\/p>\n

Three examples of birth records of US citizens born abroad are as follows. Please note that the following three examples are not affiliated with Glenn Hubert Newport or any of the Glenn Hubert Newport documents embedded within this blog report.

\n<\/span><\/p>\n

Glenn Hubert Newport, III, was born to two US citizen parents.\u00a0\u00a0 His father Glenn Hubert Newport was born in Perry, Iowa<\/strong><\/a> in the year 1919.\u00a0 His mother Jenny Julia Newport in Detroit, Michigan in the year 1924.<\/span><\/p>\n

I have his mother’s birth certificate (Certificate of Birth Registration<\/strong>) in my personal possession.\u00a0 I find her birth certificate to be both curious and attractive because it was issued by the <\/span>[US] <\/del>City of Detroit,<\/span> Department of Health, Division of Vital Statistics<\/strong><\/span>.\u00a0 I don’t believe that I have seen such a certificate before.\u00a0 At any rate, I have digitized the said certificate and uploaded it to my Patriot1980 scribd.com account.\u00a0\u00a0 The PDF is embedded below for review:<\/span><\/p>\n

I don’t have his father’s birth certificate but I do have his father’s US Passport in my personal possession.\u00a0 His father served in the US Army and, after an honorable discharge, appears to have continued to work as an employee (or did he reenlist?) of the US Army.\u00a0 I have digitized the said US Passport and uploaded it to my Patriot1980 scribd.com account.\u00a0\u00a0 The PDF is embedded below for review:<\/span><\/p>\n

\u00a0I find this birth document to be atypical and significant for several reasons which are listed in the below<\/span> 1<\/strong> thru 10<\/strong>.<\/span>
\n<\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 1<\/strong>.\u00a0\u00a0 I’ve never seen another like it and I challenge (and welcome) readers to find another like it.<\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 2<\/strong>.\u00a0\u00a0 This document was filled out and issued at the American Consulate in Germany (1952).<\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 3<\/strong>.\u00a0 The title of the document specifically states, in part, “…Parent or Parents<\/strong>” which leads me to believe, possibly, that whatever this document conveys would also apply to an single US citizen mother, or a single US citizen father, or a foreign father and US citizen mother, or a foreign mother and US citizen father.
\n<\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 4<\/strong>.\u00a0\u00a0 This document lists the options for ‘race’ as “Caucasian, Malay, Negroid, Indian or Mongolian<\/strong>“<\/span>.<\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 5<\/strong>.\u00a0\u00a0 This birth record was copied to the US Department of State where, presumably, some sort of certificate\/certification of birth (abroad) would be issued (such as those displayed above in the three examples of birth records of US citizens born abroad).\u00a0 It also appears that the child has some sort of attending doctor’s documentation of birth in Germany!\u00a0 See the paragraph second to bottom on the first page, <\/span>“The foregoing information was furnished by father and supported by physician’s certificate, certificate from local authorities. This report has been executed in triplicate, copy issued to parents, copy transmitted to Department of State, Washington, and copy placed under File No 211.1 in the archives of this office.”<\/strong><\/em><\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 6<\/strong>.\u00a0 There is further confirmation that this child also has a German birth certificate!\u00a0\u00a0 See ‘REMARKS’ at the bottom of the first page, <\/span>“Documents presented and retained:\u00a0 Child’s German birth cert. E1, No. 364, issued by Standesamt Heideldberg on Feb 9, 1952.\u00a0 …”<\/span><\/strong><\/em><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 7.\u00a0\u00a0 <\/strong><\/span>Data regarding child’s citizenship, see <\/span>‘NOTE’<\/span> at the top of the the second page, “For the classes of person born outside of the United States and its outlying possessions who acquire nationality and citizenship of the United States at birth, see Chapter II of the Nationality Act of 1940: Section 201, subsections (c), (d), and (g); section 203; section 204, subsection (b); and section 205.\u00a0 As to persons who acquire citizenship of the United States under Section 201 (g), or persons who were born on or after noon, E. S. T., May 24, 1934,<\/strong><\/em> of parents one of whom was at the time a citizen of the United States while the other was an alien, the foreign service officer by whom this report of birth is prepared should notify the American parent, or if that is impracticable, the alien parent, that under the first proviso to Section 201 (g), the child whose birth is reported herein will be divested of citizenship of the United States if he or she fails to reside in the United States or its outlying possessions for a period or periods totaling 5 years between the ages of 13 and 21 years.”<\/strong><\/em><\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 8<\/strong>.\u00a0\u00a0 <\/span>Bellow the NOTE the following was added manually via typewriter, “Section 201(g) is only applicable in this case because father of the child was not able to present his birth certificate at the time this report of birth was execute.”<\/strong><\/em><\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 9<\/strong>.\u00a0\u00a0 <\/span>Bellow that cited in foregoing (#8)\u00a0 is, “The proviso to Section 201 (g) of the Nationality Act does not apply to a child who is born abroad of an American parent who at the time of the child’s birth is residing abroad solely or principally in the employment of the Government of the United States or a bona fide American educational, scientific, philanthropic, religious, commercial, or financial organization, having its principal office or place of business in the United States, or an international agency of an official character in which the United States participates, for which he receives a substantial compensation.”<\/strong><\/em><\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 10<\/strong>.\u00a0\u00a0 <\/span>See the ‘SS’ (sworn statement) on page three, “This is to certify that Mr. Glenn Hubert Newport today submitted to this office satisfactory evidence of his birth in the United States. The child Glenn Hubert Newport III, is therefore no longer subject to the provisos of Section 201 (g) and is considered to have obtained American citizenship under the provisions of Section 201 (c) of the Nationality Act of 1940.<\/strong><\/em><\/span><\/p>\n

\u00a0Stuttgart, Germany July 8th, 1952.”<\/strong><\/em><\/span><\/p>\n

Supplemental discussion based on what we’ve learned in the the foregoing 1<\/strong> thru 10<\/strong> segment:<\/span><\/p>\n

To apply for this Report of Birth at least one of the parents had to be a US citizen.<\/span><\/p>\n

The word\/terminology <\/span>Negroid<\/span><\/em> was in use, as a race, on US Government forms in the year 1952.<\/span><\/p>\n

The child would probably end up with at least two (2) US birth records because this Report of Birth was copied to the US Department of State where, presumably, some sort of certificate\/certification of birth (abroad) would be issued.<\/span><\/p>\n

The child also has a German birth certificate.\u00a0\u00a0 From the language used it appears that the child might even have two (2) German birth records, i.e., one from the hospital\/doctor and one from the local German authorities.<\/span><\/p>\n

Section 201(g) was applicable because the father, at the specific time of the Report of Birth, was not able to present his own birth certificate to prove that he was a US citizen.\u00a0\u00a0 Consequently his child, who was born to a verified US citizen mother, would be divested of citizenship of the United States if he or she failed to reside in the United States or its outlying possessions for a period or periods totaling 5 years between the ages of 13 and 21 years.<\/span><\/p>\n

Section 201(g) would not apply to children born abroad to a US citizen parent, or US citizen parents, serving in the US Military and stationed abroad solely or principally in the employment of the Government of the United States.\u00a0 However, it appears that Glenn Hubert Newport was honorably discharged from the US Army on December 31, 1945, nearly 7 years before his son’s birth.\u00a0\u00a0\u00a0 I have his honorable discharge record in my personal possession and have now digitized it and uploaded it to my Patriot1980 scribd.com account for review:<\/span><\/p>\n

I note here that the above 1945 honorable discharge record lists terminologies of “White, Negro and Other” as the ‘race’ options. \u00a0 The above record also lists options for ‘US Citizen’ as “Yes” and “No” proving that even in 1945 (just as it is true today in 2011) non-US citizens could serve in the US Military (today foreigners can earn US citizenship by enlisting, and then serving for set period of time, in the US Military).\u00a0 I also note here, for purposes unrelated to this specific WOBIK blog report, that the above record, from the year 1945, requests and contains a RIGHT THUMB PRINT.<\/span><\/p>\n

We know that Glenn Hubert Newport was honorably discharged from the US Army on the last day of the year 1945 but a review of his son’s 1952 birth record states that his ‘Occupation’ was, “Department of Army Employee”.\u00a0\u00a0\u00a0 Did he reenlist at some point between 1946 and 1952?\u00a0\u00a0 If he did, it appears that he still had to prove that he was a US citizen at the time of his son’s Report of Birth (which he initially failed to do) otherwise Section 201(g) would still have been applicable even if he was still enlisted in the US Army.\u00a0 His son’s birth record states that he (the father) was an employee of the US Army at the time of his son’s birth.\u00a0 From what we know of Section 201(g) it appears that Section 201(g) would not apply to a child born to a US citizen parent who at the time of the child’s birth is residing abroad <\/span>solely or principally in the employment<\/strong> of the Government of the United States.\u00a0 <\/span><\/em>Was it possible for an individual to be an employee of the US Army without actually enlisting\/reenlisting in the US Military?<\/span><\/em>\u00a0 Is it possible that Glenn Hubert Newport was not residing abroad <\/span>solely or principally<\/em><\/span> for purposes of being employed by the US Army?\u00a0\u00a0 I don’t know the answers to those questions.
\n<\/span><\/p>\n

All that we know for certain is that Section 201(g) was applicable at the time of his son’s Report of Birth in Germany because he (the father) was not able to provide a birth certificate to prove that he (the father) was a US citizen.<\/span><\/p>\n

In conclusion it appears that in the year 1952 a child born abroad would need two US citizen parents, i.e., both parents, not just a one (whether it be the mother or the father), for the child to be considered to have obtained American citizenship.\u00a0 See the foregoing #7<\/strong>, #8<\/strong>, #9<\/strong>, and #10<\/strong>.<\/span><\/p>\n

Barack Hussein Obama II was born at the Coast Province General Hospital, Mombasa, British Protectorate of Kenya on the 4th day of August in year 1961.\u00a0 Did his mother Stanley Ann Dunham\/Obama and\/or his father Barack Hussein Obama Sr., attempt to obtain a record of birth abroad for baby Obama while the child was still in Kenya?\u00a0\u00a0 If not, did his mother or father attempt to obtain a record of birth abroad for baby Obama after the child arrived in Hawaii?<\/span><\/p>\n

We know for certain that Glenn Hubert Newport III has USA birth records (perhaps two or more) as well as German birth records (perhaps two).\u00a0\u00a0 See the foregoing #5<\/strong> and #6<\/strong>.\u00a0\u00a0\u00a0 <\/span><\/p>\n

Could Barack Hussein Obama II have USA birth records as well as Kenyan birth records (perhaps one from the hospital and one from local authorities)?\u00a0 He certainly could.\u00a0 I know for a fact that he has a 1961 hospital birth record issued by the CPGH, in Mombasa.<\/a>
\n<\/span><\/p>\n

In closing I have embedded another document that I have in my personal possession.\u00a0\u00a0 It appears (I think) that intrepid traveler Glenn Hubert Newport (born in Perry, Iowa on July 28th, 1919) was in Africa in the Congo when he was around three (3) years of age!\u00a0\u00a0\u00a0 <\/span><\/p>\n

This document is written in both Dutch and French.\u00a0\u00a0 Perhaps the<\/strong> Obot by the name of Paul Pieniezny<\/a>, of ObamaConspiracy.org and TheFogbow.com, can translate for us and provide some insight?\u00a0\u00a0 It should be noted that Paul Pieniezny is quite proud of his ability to speak\/write three or four languages (including Dutch).\u00a0\u00a0 To his surprise I once explained to him that the poorest (economically) of the Haitians living in Haiti and the Dominican Republic often have a command of 4, 5 or 6 different languages, and most of these Haitians have never even been to high school.\u00a0\u00a0\u00a0 The most common languages that Haitians have a command of are French, Spanish, Creole and English.\u00a0\u00a0 Two other languages that are also sometimes prominent among Haitians in Haiti and RD are Portuguese and Italian.\u00a0\u00a0 A big round of applause for affluent, well-off, well-educated, pasty-faced, European Paul Pieniezny!\u00a0\u00a0 (Note:\u00a0 Nearly all Dominicans in RD speak only Spanish.\u00a0 Additionally, I do not socialize much with Haitians in RD.\u00a0\u00a0 I love Dominican culture and have absolutely no intention whatsoever of trading that in for Haitian.)<\/span><\/p>\n
