\"WP_20140813_004[1]\"<\/a> In Kenya the new bill proposes that foreigners who commit a homosexual act are to be stoned to death in public and that Kenyan nationals found guilty are to be sentenced to life in prison.<\/span><\/p>\n

The bill from\u00a0the Republican Liberty Party in Kenya prohibits all forms of sexual relations between people of the same sex.<\/span><\/p>\n

The bill also covers aggravated homosexuality which is said to include committing gay acts with a minor or where the offender has HIV or AIDS. Punishment for these aggravated homosexuality, for both foreigner and Kenyan nations, is listed in the bill as stoning to death in public.<\/span><\/p>\n

The bill is now before the Kenya National Assembly.<\/span><\/p>\n

It should also be noted last December (2013) in Uganda (a country which borders Kenya and which also was previously a British Protectorate) a similar anti-homosexual law was passed.<\/span><\/p>\n

Initially the Ugandan bill proposed a death sentence for gay acts but before being passed the bill was modified the penalty to life imprisonment.<\/span><\/p>\n

However, just last week (Aug. 2014) the Ugandan Constitutional Court declared, on a technicality,\u00a0null and void the Anti-Homosexuality Act 2014. \u00a0\u00a0The court ruled that Parliament had not met the quorum requirement when passing the law.<\/span><\/p>\n

Quorum is defined as:<\/span> \u00a0the minimum number of members of an assembly or society that must be present at any of its meetings to make the proceedings of that meeting valid.<\/span><\/em><\/p>\n
