There are procedures and protocol that are to be followed when US citizens give birth to children outside of the United States of America.

The forms, documentation and certifications which are, or were, filled out, recorded and issued have changed overtime. Some are no longer used/issued, some have been redesigned, and others have been created that did not exist prior to.

Moreover, depending on location and relevance, documentation and methods of securing such documentation, may differ and exist contemporaneously.

Three examples of birth records of US citizens born abroad are as follows. Please note that the following three examples are not affiliated with Glenn Hubert Newport or any of the Glenn Hubert Newport documents embedded within this blog report.

DS-1350 Certification of Report Birth issued by Department of State, United States:

F-240 Consular Report of Birth Abroad issued by the Department of State, United States.  This new redesigned version (January, 2011) replaced the old version(s) of FS-240 Consular Report of Birth:

——————————————————————————————————————————————

The child Glenn Hubert Newport, III, was born at 1:47 pm on January 25, 1952 at the 130th Station Hospital in Heidelberg, Germany.

Glenn Hubert Newport, III, was born to two US citizen parents.   His father Glenn Hubert Newport was born in Perry, Iowa in the year 1919.  His mother Jenny Julia Newport in Detroit, Michigan in the year 1924.

I have his mother’s birth certificate (Certificate of Birth Registration) in my personal possession.  I find her birth certificate to be both curious and attractive because it was issued by the [US] City of Detroit, Department of Health, Division of Vital Statistics.  I don’t believe that I have seen such a certificate before.  At any rate, I have digitized the said certificate and uploaded it to my Patriot1980 scribd.com account.   The PDF is embedded below for review:

1924. Jenny Julia Delcourt (05.24.1924). Certificate of Birth Registration. City of Detroit, Department o…

I don’t have his father’s birth certificate but I do have his father’s US Passport in my personal possession.  His father served in the US Army and, after an honorable discharge, appears to have continued to work as an employee (or did he reenlist?) of the US Army.  I have digitized the said US Passport and uploaded it to my Patriot1980 scribd.com account.   The PDF is embedded below for review:

I also have in my possession Glenn Hubert Newport III’s REPORT OF BIRTH, CHILD BORN ABROAD OF AMERICAN PARENT OR PARENTS.  I have digitized the said certificate and uploaded it to my Patriot1980 scribd.com account.   The PDF is embedded below for review (Further discussion regarding this document continues bellow the embedding):

1952. Glenn Hubert Newport. Report of Birth, Child Born Abroad of American Parent or Parents.

I find this birth document to be atypical and significant for several reasons which are listed in the below 1 thru 10.

          1.   I’ve never seen another like it and I challenge (and welcome) readers to find another like it.

          2.   This document was filled out and issued at the American Consulate in Germany (1952).

          3.  The title of the document specifically states, in part, “…Parent or Parents” which leads me to believe, possibly, that whatever this document conveys would also apply to an single US citizen mother, or a single US citizen father, or a foreign father and US citizen mother, or a foreign mother and US citizen father.

          4.   This document lists the options for ‘race’ as “Caucasian, Malay, Negroid, Indian or Mongolian.

          5.   This birth record was copied to the US Department of State where, presumably, some sort of certificate/certification of birth (abroad) would be issued (such as those displayed above in the three examples of birth records of US citizens born abroad).  It also appears that the child has some sort of attending doctor’s documentation of birth in Germany!  See the paragraph second to bottom on the first page, “The foregoing information was furnished by father and supported by physician’s certificate, certificate from local authorities. This report has been executed in triplicate, copy issued to parents, copy transmitted to Department of State, Washington, and copy placed under File No 211.1 in the archives of this office.”

          6.  There is further confirmation that this child also has a German birth certificate!   See ‘REMARKS’ at the bottom of the first page, “Documents presented and retained:  Child’s German birth cert. E1, No. 364, issued by Standesamt Heideldberg on Feb 9, 1952.  …”

           7.   Data regarding child’s citizenship, see ‘NOTE’ at the top of the the second page, “For the classes of person born outside of the United States and its outlying possessions who acquire nationality and citizenship of the United States at birth, see Chapter II of the Nationality Act of 1940: Section 201, subsections (c), (d), and (g); section 203; section 204, subsection (b); and section 205.  As to persons who acquire citizenship of the United States under Section 201 (g), or persons who were born on or after noon, E. S. T., May 24, 1934, of parents one of whom was at the time a citizen of the United States while the other was an alien, the foreign service officer by whom this report of birth is prepared should notify the American parent, or if that is impracticable, the alien parent, that under the first proviso to Section 201 (g), the child whose birth is reported herein will be divested of citizenship of the United States if he or she fails to reside in the United States or its outlying possessions for a period or periods totaling 5 years between the ages of 13 and 21 years.”

          8.   Bellow the NOTE the following was added manually via typewriter, “Section 201(g) is only applicable in this case because father of the child was not able to present his birth certificate at the time this report of birth was execute.”

          9.   Bellow that cited in foregoing (#8)  is, “The proviso to Section 201 (g) of the Nationality Act does not apply to a child who is born abroad of an American parent who at the time of the child’s birth is residing abroad solely or principally in the employment of the Government of the United States or a bona fide American educational, scientific, philanthropic, religious, commercial, or financial organization, having its principal office or place of business in the United States, or an international agency of an official character in which the United States participates, for which he receives a substantial compensation.”

          10.   See the ‘SS’ (sworn statement) on page three, “This is to certify that Mr. Glenn Hubert Newport today submitted to this office satisfactory evidence of his birth in the United States. The child Glenn Hubert Newport III, is therefore no longer subject to the provisos of Section 201 (g) and is considered to have obtained American citizenship under the provisions of Section 201 (c) of the Nationality Act of 1940.

 Stuttgart, Germany July 8th, 1952.”

Supplemental discussion based on what we’ve learned in the the foregoing 1 thru 10 segment:

To apply for this Report of Birth at least one of the parents had to be a US citizen.

The word/terminology Negroid was in use, as a race, on US Government forms in the year 1952.

The child would probably end up with at least two (2) US birth records because this Report of Birth was copied to the US Department of State where, presumably, some sort of certificate/certification of birth (abroad) would be issued.

The child also has a German birth certificate.   From the language used it appears that the child might even have two (2) German birth records, i.e., one from the hospital/doctor and one from the local German authorities.

Section 201(g) was applicable because the father, at the specific time of the Report of Birth, was not able to present his own birth certificate to prove that he was a US citizen.   Consequently his child, who was born to a verified US citizen mother, would be divested of citizenship of the United States if he or she failed to reside in the United States or its outlying possessions for a period or periods totaling 5 years between the ages of 13 and 21 years.

Section 201(g) would not apply to children born abroad to a US citizen parent, or US citizen parents, serving in the US Military and stationed abroad solely or principally in the employment of the Government of the United States.  However, it appears that Glenn Hubert Newport was honorably discharged from the US Army on December 31, 1945, nearly 7 years before his son’s birth.    I have his honorable discharge record in my personal possession and have now digitized it and uploaded it to my Patriot1980 scribd.com account for review:

12.31.1945. Honorable Discharge. US Army. Glenn Hubert Newport III.

I note here that the above 1945 honorable discharge record lists terminologies of “White, Negro and Other” as the ‘race’ options.   The above record also lists options for ‘US Citizen’ as “Yes” and “No” proving that even in 1945 (just as it is true today in 2011) non-US citizens could serve in the US Military (today foreigners can earn US citizenship by enlisting, and then serving for set period of time, in the US Military).  I also note here, for purposes unrelated to this specific WOBIK blog report, that the above record, from the year 1945, requests and contains a RIGHT THUMB PRINT.

We know that Glenn Hubert Newport was honorably discharged from the US Army on the last day of the year 1945 but a review of his son’s 1952 birth record states that his ‘Occupation’ was, “Department of Army Employee”.    Did he reenlist at some point between 1946 and 1952?   If he did, it appears that he still had to prove that he was a US citizen at the time of his son’s Report of Birth (which he initially failed to do) otherwise Section 201(g) would still have been applicable even if he was still enlisted in the US Army.  His son’s birth record states that he (the father) was an employee of the US Army at the time of his son’s birth.  From what we know of Section 201(g) it appears that Section 201(g) would not apply to a child born to a US citizen parent who at the time of the child’s birth is residing abroad solely or principally in the employment of the Government of the United States.  Was it possible for an individual to be an employee of the US Army without actually enlisting/reenlisting in the US Military?  Is it possible that Glenn Hubert Newport was not residing abroad solely or principally for purposes of being employed by the US Army?   I don’t know the answers to those questions.

All that we know for certain is that Section 201(g) was applicable at the time of his son’s Report of Birth in Germany because he (the father) was not able to provide a birth certificate to prove that he (the father) was a US citizen.

In conclusion it appears that in the year 1952 a child born abroad would need two US citizen parents, i.e., both parents, not just a one (whether it be the mother or the father), for the child to be considered to have obtained American citizenship.  See the foregoing #7, #8, #9, and #10.

Barack Hussein Obama II was born at the Coast Province General Hospital, Mombasa, British Protectorate of Kenya on the 4th day of August in year 1961.  Did his mother Stanley Ann Dunham/Obama and/or his father Barack Hussein Obama Sr., attempt to obtain a record of birth abroad for baby Obama while the child was still in Kenya?   If not, did his mother or father attempt to obtain a record of birth abroad for baby Obama after the child arrived in Hawaii?

We know for certain that Glenn Hubert Newport III has USA birth records (perhaps two or more) as well as German birth records (perhaps two).   See the foregoing #5 and #6.

Could Barack Hussein Obama II have USA birth records as well as Kenyan birth records (perhaps one from the hospital and one from local authorities)?  He certainly could.  I know for a fact that he has a 1961 hospital birth record issued by the CPGH, in Mombasa.

In closing I have embedded another document that I have in my personal possession.   It appears (I think) that intrepid traveler Glenn Hubert Newport (born in Perry, Iowa on July 28th, 1919) was in Africa in the Congo when he was around three (3) years of age!

This document is written in both Dutch and French.   Perhaps the Obot by the name of Paul Pieniezny, of ObamaConspiracy.org and TheFogbow.com, can translate for us and provide some insight?   It should be noted that Paul Pieniezny is quite proud of his ability to speak/write three or four languages (including Dutch).   To his surprise I once explained to him that the poorest (economically) of the Haitians living in Haiti and the Dominican Republic often have a command of 4, 5 or 6 different languages, and most of these Haitians have never even been to high school.    The most common languages that Haitians have a command of are French, Spanish, Creole and English.   Two other languages that are also sometimes prominent among Haitians in Haiti and RD are Portuguese and Italian.   A big round of applause for affluent, well-off, well-educated, pasty-faced, European Paul Pieniezny!   (Note:  Nearly all Dominicans in RD speak only Spanish.  Additionally, I do not socialize much with Haitians in RD.   I love Dominican culture and have absolutely no intention whatsoever of trading that in for Haitian.)

1922? Glenn Hubert Newport in the Congo Belge / Belgisch-Congo / Belgian Congo.

How unfortunate for you that Obama was born on US soil, which renders your article, not to mention your life, a huge waste of space.

  2. Bruce says:

AWESOME POST! — I have been closely and actively following Obama’s eligibility issue for over 2 ½ years and I have NEVER, on any of the many pertinent blog venues available, viewed original, relevant documentation regarding this important topic displayed and explained at this level of EXCELLENCE!

The following is just a brief summary of the impressions I have come away with, following my initial reading of the post. It is mostly redundant and really meant primarily to help organize my own mundane thoughts on the matter since nothing mentioned below is in any way new or in the least bit profound.

    (1) WE KNOW Obama definitely can NOT be legally considered a ‘natural born Citizen’ from the writings of experts such as Attorney Leo Donofrio, blogging on ‘Natural Born Citizen’, and the cited references to the precedent established in the 1875 SCOTUS case, ‘Minor v. Happersett’. (Obama was not born on the soil to two parents, who were themselves both citizens, at the time of his birth.)

    (2) WE KNOW Obama was born in Kenya, August 4, 1961 at the Coast Province General Hospital in Mombasa, from the certified birth document copy you personally obtained February 19, 2009 directly from the birth hospital.

    (3) We do NOT KNOW if Obama’s father was actually in Kenya at the time of BHO Jr’s birth.

    (4) We do NOT KNOW if Obama’s MOTHER, Stanley Ann Dunham (American Citizen born in Kansas), or his REPORTED (biological-?) FATHER, Barack Hussein Obama, (British Subject, born in Kenya) ever provided information to the proper authorities, either in Kenya or in Hawaii, so that a ‘Report of Birth of Child Abroad’ form could be completed.

    (5) We do NOT KNOW if Obama’s mother or father ever reported his Kenyan birth at the CPGH to the Health Department, or its equivalent, in Nairobi, Kenya. (It does not appear likely to me that the CPGH directly reported this type of information to the Kenyan Health Department in 1961.) Thus, we do NOT KNOW if a Government Birth Record exists for Obama in Kenya.

    (6) We do NOT KNOW if Obama has a valid Hawaiian Birth Certificate. Tim Adams, senior Hawaiian election official during the 2008 presidential campaign, has sworn an affidavit stating that no birth certificate for Obama existed in Hawaii at that time. (I suspect that some type of birth-related record doe exist for Obama at the Hawaii Department of Health, but I have no idea of what might be contained in this record. The information used to develop this record was probably provided by Ann Dunham’s mother, Madelyn Dunham in August 1961.)

    (7) WE KNOW that no hospital in Hawaii has officially certified that Obama was born at their facility.

Based ONLY on the above information, I believe it is UNLIKELY, though certainly not impossible, that BARACK HUSSEIN OBAMA II could be legally classified as even an ORDINARY AMERICAN CITIZEN.

THE TASK SHOULD BE ON OBAMA TO PROVE HIS ORDINARY AMERICAN CITIZENSHIP TO THE PROPER AUTHORITIES! This task should NOT be the responsibility of the American People.

The above conclusion does not consider Obama’s possible loss of citizenship due to his activities and time spent in Indonesia as a child.

OBAMA is CERTAINLY NOT a ‘natural born Citizen’ as required to hold the position of POTUS by Article II, Section 1, Clause 5 of the U.S. Constitution. He was NOT BORN ON U.S. SOIL, and he freely admits HIS FATHER WAS A BRITISH SUBJECT AT THE TIME OF HIS OWN BIRTH.

    —————————

ps. – So WHY IN HELL did I just read that the Election Officials in the Great State of New Hampshire have allowed Obama to remain on their presidential ballot for 2012! This ruling occurred despite VALID AND GOOD-FAITH CHALLENGES by Attorney Orly Taitz, at least four NH State Representatives, and other concerned and impacted individuals, regarding Obama’s ineligibility issue, a literal ‘show-stopper’ and his possible fraudulent use of Social Security Numbers, a serious criminal offense.

It is not a U.S. Department of Health document! It was issued by the City of Detroit, Michigan. It was signed by Dr. Henry F. Vaughan PhD. He spent over 25 years working for the Department of Health. He started as an employee of the Division of Sanitation and in 1918 became the Commissioner of Health.

  4. @ The Librarian:

Thank you very much for providing the correction. I am thankful for individuals such as yourself that take the time to post helpful information. I love details and like to issue flawless reports but when I make a mistake I wholeheartedly welcome corrections and critique.

I have now crossed out (with strikethrough text) the ‘US’ and add (in bold red) ‘City of Detroit’.

I’ve also updated the title of the document at my Patriot1980 scribd.com account.

  5. @ Bruce:

Thank you! Coming from you that is a seriously gimongous compliment!

  6. taergmik says:

    Lucas,

in your opinion, does the fact that no official US document certifying Obama’s birth abroad has ever been found, amount to evidence that he was born in the US ? Or does this mean instead that he was “most likely” born in the US ?
Most kindly, I renew my request that you post in full the “pristine” version of your BC.

It means that if Obama does have US documents which reflect a birth abroad those documents have not yet been publicly disclosed, discovered or located.
